This position supports Metro District Human Resources activities in the areas of recruitment, selection, compensation, transactions, onboarding, and benefits. This includes assisting with posting job openings, tracking applicants, initiating pre-employment checks, administering assessments, preparing job offers, providing benefits information to employees, and processing human resources transactions in accordance with applicable laws, rules, policies, and bargaining agreements. This position handles confidential and sensitive information and job duties must be performed with a high level of accuracy and attention to detail.

This position is located at Metro District headquarters in Roseville, MN. This position is expected to work in the office at least one day/month or more depending on business need but otherwise has the flexibility to work in the office, telework, or a hybrid of in office/telework. The incumbent will be required to complete a telework agreement.

  • MnDOT does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

Minimum Qualifications

Two years of technical human resources experience performing a variety of support functions that include one or more of the following:

  • Experience entering employee data in an HR data management system or electronic applicant tracking system sufficient to maintain accurate applicant and employment records.
  • Experience providing support for position filling/hiring such as posting job openings, reviewing resumes, preparing job offer letters, initiating pre-employment checks, and/or onboarding new employees.
  • Experience providing benefits information to employees.

Preferred Qualifications

  • Experience processing employee transactions (e.g., hires, promotions, separations, pay rate changes, position changes, etc.).
  • Experience working with and interpreting union contract language to answer employee questions pertaining to contracts.
  • Experience using a variety of computer software such as Microsoft Word, Excel, Outlook, and Adobe to prepare and/or edit reports, create informational materials, create employee and applicant letters and memoranda, etc.
  • Experience interpreting the State of Minnesota’s personnel laws, rules, and administrative procedures.
  • Experience utilizing the State of Minnesota’s applicant and HR data management systems including Recruiting Solutions and SEMA4.

Additional Requirements
